I come from the Windows mentality where every new version uses more memory and storage than the previous version, requiring better hardware. Wasn't sure if Android follows suit.

Well I have tested both slimpop and slimkat few weeks ago yes I need to update ) and I have too say it way to slow to be used for everyday. IMO CM10 was way omre speedy , do you confirm ?

I concur on the CM10 being lightning fast. The only problem is Google drive isn't even supported on 4.2 anymore so I can't use the tablet for what I want to use it for even if CM10 is faster. Kitkat in the Amazon partition mode is pretty fast with Art enabled, right now I'm on the Hellkat ROM, but the thing is there isn't much space so I might have to go back to OtterX after all even if it is slower.

1200 MHz is the maximum frequency for a TI OMAP 4430 CPU and I've never known the CPU voltage to be tweakable with this device....someone please correct me if I'm wrong

The voltage wouldn't be changeable regardless
