Have you tried with WiFi connected?

1. When towelroot gave that message, I connected the wifi but it gives the same message.
2. Can I install SuperSU from some place other than Google Play?

1) I don't know how to help you out. Try a full reset or try to flash a new stock firmware with Flashtool

2) I guess you didn't get the point. If towelroot can't write its stuff into the system, then supersu can't work properly. That's the problem

EDIT: before any reset, uninstall your towelroot and try a previous version like this one: towelroot v2

Good luck!

The problem was that towelroot could not connect to the internet. Someone advised me to use a proxy/vpn. I used Psiphon and towelroot connected to the internet successfully. Now my phone is rooted.
Thank you for your dilligence.
