Edit: I installed many ROMs before cm 11.

What build of CM11 did you use? I'd suggest Tako0910's latest (linked in my above post). My SIM works fine with that build as well as his latest CM12.1 build.
If all else fails, restore a stock backup (hopefully you made one).

How to resolve this?

Did you try Revone? That's what I used.

Hi Ricools. I also live in the Philippines and I managed to sim-unlock it from stock 4.4 kitkat rom. I've tested it in Globe and Smart network and its working as it should. If you're in the same situation as I am (stock kitkat 4.4), It's gonna be short process in unlocking the bootloader and s-offing your phone and it's gonna cost you money since the app that you will be using requires you to pay for it.

Download these files:

ADB環境(Download Android Studio and SDK Tools | Android Developers) http://developer.android.com/sdk/index.html
S-OFFツール(SunShine S-Off / Unlock - Motorola & HTC Bootloader Unlock)http://theroot.ninja/
miscパーティションファイル(miscunlock.rar)https://www.androidfilehost.com/?fid=23159073880933098
Just follow these steps:

1. S-OFF / Unlock bootlated
The S-OFF we took advantage of the "SunShine apk".
Download the latest APK file from the following site: http://theroot.ninja/download.html and then install.

SunShine S-Off / Unlock - Motorola & HTC Bootloader Unlock

Once installed, you can proceed to start the SunShine app.
There is also a site that Root state has been described as necessary, but if it is not the Root environment is so us to TempRoot state, there was no problem even in a non-Root state.

Before the process starts, you will need to pay $25, you need to restart and proceed with the procedure.
There is a need to activate the SunShine again after reboot.

2. custom recovery introduction
Once the S-OFF is complete, we will introduce a custom recovery on that is connected to the PC.
The reason for introducing this time is "openrecovery-twrp-2.6.3.3-m7wlj".

Open a command prompt, and run it by entering the following.
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7wlj.img
This recovery will replace the custom recovery from the standard ones.

3. backup
Leave to back up now environment.

4. Custom ROM introduction
The reason for introducing this time is "au HTL22 J One Global Edition ROM 5.31.973.1".
It is allowed to start the recovery, and run it, select the file "ROM_M7_WLJ_K44_SENSE60_MR_GlobalEdition_JP_5.31.9 73.1_release_htcsoku" that had been downloaded.
When introducing a custom ROM, you do not need to Wipe each data in advance.

5. SuperSU introduction
This does not know whether or not it is necessary, but I was the time being introduced.
It is allowed to start the recovery, the selected run the file that had been downloaded "UPDATE-SuperSU-v2.45".

76 SIM Unlock
It introduces misc partition on which is connected with the PC.
It is allowed to start the recovery, open a command prompt, and run it by entering the following.
※ You have to run and press the Enter key for each row.
adb push misc.img /
adb shell
dd if = / misc.img of = / dev / block / mmcblk0p19
reboot
Type "reboot" at the end of the above is running, but actually it was not restarted.
Therefore it has to restart manually.
