so i am assuming that because these values are write protected. how can i solve this, i have access to su adb shell using windows command line through ioroot25r1 adb tools.

I had the same problem, unable to write new IMEI because it was full .. I solved as follows ...
Download files Nexus5 SAI and TWRP,
I RESTORE EFS (the nexus5)
Then restart your phone and it was expected "IMEI 0"
then write the new IMEI with QPST
