Lets try this from a "IT" stand point and see if we can solve.
To begin with it shows you are connected and are getting a ! which = fantastic that means you have met your phone.
I am assuming if you go to Network and Sharing center it should go Computer --- Multiple Networks -- X --- Internet
(Now I may be wrong, but this is what I have experienced with the college kids where I work)
So hold the windows key (between CTRL and ALT) and hit r - Type in CMD.exe and hit enter
Follow with ipconfig /all in the prompt
Find your wireless card: (example below)
Connection-specific DNS Suffix . :
Physical Address. . . . . . . . . : AA-BB-CC-DD-EE-FF (Edited cause you don't need to know this)
DHCP Enabled. . . . . . . . . . . : Yes
Autoconfiguration Enabled . . . . : Yes

Subnet Mask . . . . . . . . . . . : 255.255.255.0

NetBIOS over Tcpip. . . . . . . . : Enabled
That is my connection for example.
Your IPv4 address should match what you set up your phone's tethering range to be. Most likely a 192.168.x.x range of addresses I would think.
Subnet mask should be 255.255.255.0 (or something close to)
but. Does your default gateway match the same subnet as your IP range?
^^^^ Meaning lets say your IP address is 192.168.1.108. and your subnetmask is 255.255.255.0 your gateway should match 192.168.1.1
IF it doesn't. There is your issue and I would try a different tethering program.
Your phone should still tether even if your carrier blocks it. you usually just get a dumb message telling you that you suck and they want money or something close to this.
