I cannot send a message through hangouts, I have tried removing and replacing the sim, uninstalling all the hangout updates, any ideas before I factory reset.

I think he'd just have to clear data, as clearing data clears cache too (if I remember correctly)
Check if your SIM is activated.
Try another SMS app.

Just try different things before you wipe your device.
