That'd be a neat little trick considering you can't factory reset with ADB (at least not that I've seen). You can wipe cache and data with fastboot, but that doesn't really do anything about the touchscreen problem or the fact that the OP wants to install the stock ROM so it can be sent back for replacement.
With that being said, if someone around here is kind enough, OP, you may be able to get a saved stock system.img to flash in fastboot along with stock versions of the bootloader and recovery. After which, a few simple ADB commands will remove superuser.apk and 'su' so it can be sent back for replacement, if you can't resolve the problem on your own.
