If the question is "will AT&T ever fix this so I don't need the patch," then my sneaky suspicion is "probably not." It seems like they've merged these changes into the default Android tree, so it's getting dragged into all builds now.
I have the plan to allow mobile hotspots.
Why doesn't AT&T just be honest and say we disabled hotspots on the Nexus 7. After spending time with the geeks at the AT&T store (they were well versed on custom roms) and talking with technical support on the phone it was never mentioned that AT&T shut off this feature.
I specifically asked them about my data plan and mobile hotspots. They said it was allowed EVEN if I had to hack the tablet to turn on the feature. I and they used the word HACKED.
To me they are up to something sneaky. If they are not being straight forward about this then something is wrong on their part. Perhaps they lack a way of controlling which data plans mobile hotspots can be used on. STRANGE. Time to learn how to modify framework-res.apk or visit use verizon.
