I'm on 4.3 AOSP and get 1900 mAh using stock charger and the DIY charger I wired up on my Motorcycle. Both with screen-on. This is true charging rate directly from system files, not from an app you might find on Play Store.
I actually hit 1920 mAh while on 4.2.2 while testing my DIY charger on the bike.

Could be. But all the charging apps I tried a month or two ago, all gave round-a-bout figures. None matched the accuracy of the system files I was viewing.
