Those frameworks works same both are the elements of GUI for the phone. "Poking in these files would mean changing the complete look and feel of your device" - SamSPICA of ndroid.stackexchange.com
Framework-res.apk is for Android version 4.0 the ice cream sandwich
Framework-res-hwext.apk is for Android version 2.2 the froyo and it is for Huawei phones and tablets products...
That's what i understand based on my "a little bit quick" research...
