Update: today I tried messing with the APN settings within EaglesBlood 4.0.4. I used APNs for T-mobile from the database here:
http://www.osimood.com/2012/05/news-apn-database/ . However, they did not help, and with the second one (with the proxies) I could not use the browser over regular data (not wifi).
With the default APN, I could usually get SMS with Wifi Calling on. (But not all of my tests would come through...)
So, I restored the stock ROM for 2.3.4 for BB v21y from here:
http://forum.xda-developers.com/show....php?t=1048274. I still couldn't get any SMS messages over 4g, unlike before with my experience of getting one at the Tmo store after getting my new sim card. Wifi Calling didn't seem to help this time either, after leaving it on for about 20 minutes.
I then decided to call Tmo tech support, and after the intial rep passed me off to a support tech finally, he walked me through these steps:
(Obviously I was on a clean system, so I told him I had done a master reset or full erase. I also mentioned to him that I ran the LG software update tool on my computer with my phone connected, which I had found and that I understood it was to upgrade the "baseband." I told him I hoped I hadn't screwed anything up, but that's when the problem started happening.)
1. Clear out all texts from the inbox (I only had a couple ones that I had sent from the phone).
2. Go to Apps -> Messaging -> Clear data
3. Go home, power off phone.
4. At this point, he said he took the phone off the network / refreshed the connection.
5. Booted back up after a few seconds.
6. Sent a test SMS to my own 10-digit number with 1 in front.
7. Got it, and then the other tests from today started pouring in!
Let me also mention that my voicemail indicator was on in the stock ROM ever since my new SIM. I called VM, but no messages; yet the indicator stayed on. Told him about this, and he said the indicator appears (and I would guess disappears) by the network sending me a silent text message, so it makes sense that it wouldn't go away before. After the steps above, the indicator went away within a few minutes.
I sent a couple more tests, and got them right away. So, I think I am going to stick on this stock ROM... I may have to root it to get TitaniumBackup installed so I can restore all my apps, but fingers crossed that it still works after that! I'm too scared to restore EB or try CM 7.2 with the new BB, but they might work (of course, no bluetooth! separate issue). Oh well, enough hours wasted messing with a stinking phone.
The rep also mentioned it's a good idea to turn off the phone once a day, and leave it off for a few seconds, then power on. This apparently refreshed the connection with the towers -- if you are idle for a long time then they start ignoring you. Weird, but anyway, rebooting never hurt anyone.
Best of luck.
