You certainly are on a locked bootloader since Government regulations require it, you can get around it by removing the bootloader and modem files from the ODIN package, and then repackaging it without the md5 extension.
Its was so easy to read it a few post..but now its in the OP.
BIG ISSUE
The recovery can't mount my Sandisk Ultra SD Card 64GB formatted in NTFS or in ExFat. Only mounts it in Fat32 but, once rebooted the phone, it says "SD damaged, you can format it".
No problem with Samsung 32gb SD and no problem with CWM 6.0.1.5.

please help me get back to 6.0.1.5 so i can install roms. do i have to use odin and set it to pda? please post 6.0.1.5 file for odin

This cwmr is compiled using CM sources amd CM dont support exfat/ntfs
if its still say damaged using 6.0.1.5 use adb pull to pull your files and reformat.

You gotta format using third part utilites in windows since normal fat32 only supports 32gb. This can be fixed using an utility to format higher than the capsize.

PS. Original Recoveries doesnt support exfat, so if you have a 64gb sdcard use FAT32.
