Default At&t Samsung galaxy s2 will only charge while turned on.
How do I fix this?

I've had the same problem since I got the phone, no matter the ROM or kernel.
Addicted to Cyanogenmod

When turn it off and plug it in the phone starts to charge and freezes.

restore stock rom or flash stock rom... if it still has problem then it is most likely phone. If it works on stock it is software.
