My guess is it wasn't hard at all, they just choose not to because they're making the metal wrist strap a premium item for a higher profit margin -- but they don't want the price reported as $300 in early reviews and news stories.

I don't buy the conspiracy theory.
Devices come out all the time in different configurations at different price points and it doesn't seem to bother anyone.
Also, If it's so easy and they want the profit margin, why not sell the accessory now? The best time to sell accessories is right away before interest tails off.

Buy it or not, I don't really care. I have worked at Motorola myself, and my career for the last two decades has been in consumer electronics. I know whereof I speak.
They're almost certainly delaying just to game reviews and get more profit. (It's $50 extra for phone with metal strap; want to take bets on whether the metal strap alone costs more than $50?)
Think about it: the strap is by far the easiest part to make. There's no reason to delay it, or at least, no production reason.
