I am not sure if 4.0will work I am a believer in using the latest updates to possibly save trouble trying figure things out. I just donated a small dollar amount and the nexus tool kit guys updated me. I will post later step by step how I did it in nexus toolkit. My 16 month old is up and hungry

Bootloader Flash with Linux

First: Make shure ADB and fastboot properly working on your devices, you can find a nice guide in here

1. Download the bootloader image from OP and rename to 4.18.img
2. Copy to your home folder root on your computer ( /yourusername )
3. Plug N7 to computer
4. open a terminal on your computer type and enter:

Reboot to bootloader:
Code:
adb reboot-bootloader

Make shure your device properly recognized:
Code:
fastboot devices

Flash the bootloader image:
Code:
fastboot flash bootloader 4.18.img

Reboot bootloader, and check the bootloader version on N7 screen:
Code:
fastboot reboot-bootloader

If it is 4.18, well your finished, reboot your device and enjoy:
Code:
fastboot reboot

Hello,

For those of you who do not have ADB set up or Fastboot just use the Nexus 7 Toolkit (version 4 works fine). The only step you need to do is to update the tools by downloading and unzipping his 4.2.2 update files which he has posted directly under the download tab. Once you extract the new files into the toolkit directory (copying over the old files and replacing) launch the program and install the drivers for your OS. Once you have done this simply place the 4.18.img file in the folder (put_img_files_to_flash_here) and boot into fastboot. Once in fast boot choose option 11 to flash the img file. Then just follow the instructions to complete. I did this on a work computer that never has seen an Android device before. This only took 5 minutes from download to complete. I suggest this route for all who are not comfortable using command line.

Cheers

thanks for the .img.

Used fastboot and updated... apparently i forgot to even upgrade to 4.13 and was still on 3.41... maybe that's why some things were buggy for me haha. I had a little trouble but nothing 5 minutes didn't fix. My drivers were out of date for the N7 and I had to download them form ASUS again. After that, everything worked great. Plugged it in, adb reboot, fastboot devices, fastboot flash bootloader 4.18.img, fastboot reboot. Awesome.

Well I thought just extracting it there would work but I'll look for the flash command I saw around here somewhere earlier on

Wouldn't it be the write_raw_image?

Small Source

I have this for you. Go download and extract it in C:/ all files needed: https://www.box.com/s/jvspi1bnp7mcyf9lvfkq
Now all needed files are in C:/Fastboot folder

GUIDE HOW TO FLASH (I modified it from I forget the source, WORKS!):
1. Download bootloader to hard drive (NO NEED: already include in the extracted file).
2. Boot device into bootloader (make sure you have usb driver installed and CONNECTED).
3. Open a command prompt in the folder where your fastboot.exe and bootloader file (*.img) are (the C:/Fastboot folder). Tips: in the folder, Hold SHIFT and RIGHT CLICK then select “Open Command Prompt Here”
Type in: fastboot flash bootloader bootloader-grouper-4.18.img
and press enter.
4. Wait for successful flash.
5. Type in : fastboot reboot-bootloader
and press enter
or reboot manually

DONE

I wonder the same thing. I am still on 3.4 and have had no problems flashing any 4.2.2 ROMs.

Since i cant seem to make a flashable zip right now im just going to tell how to install it using Fastboot
But if i ever do find a way to make it flashable i will post it here right away

    1. Download The ADB and Fastboot Tools: HERE
    2. Download The 4.23 Image File: HERE
2a. Rename The File To "4.23.img" so take off a .img
2b. Put The IMG File In Where Your Fastboot Files Are
    3. Reboot To Your Bootloader On You Nexus 7 (Power off power button and volume down until you see bootloader screen)
    4. Connect Your Nexus 7 To Your Computer
    5. Open Up Command Prompt
    6. CD to where your fastboot tools were downloaded
    maybe: C:\Users\Alex\Downloads\platform-tools
    7. Then type:
fastboot devices (to see if its connected correctly)
    fastboot flash bootloader 4.23.img
    fastboot reboot
    8. Then Reboot Back To Your Bootloader And See If It Installed Correctly

FLASHABLE ZIP HERE 4.23 Bootloader- DOWNLOAD DOESNT WORK.....

Dont Forgot To Press Thanks! Enjoy!

IF FASTBOOT DIDNT WORK FOR YOU DOWNLOAD THESE FILES: HERE
    THEN FOLLOW THESE INSTUCTIONS: HERE

I just learned the coolest trick that for me makes fastboot flashing much easier. I'm on Windows 8 and my default platform tools location is a mile long and I always type it wrong. I just learned that you can open the file you want to be in, hold shift, right click, open command prompt here... Who knew? So simple, and I had no idea that shortcut existed!

Thanks for giving us quick access to the new bootloader, flashed fine in fastboot.
