Default [Q] Google Now Missing?

I just purchased a used GS3 with stock 4.1.1 and can't seem to get Google Now to show. I have a Galaxy Nexus and a Nexus 7 all linked to the same Google account and have no issues with Google Now.

I am long pressing the home button, choosing Google, hitting the menu button and then settings. The only three choices that I have are Voice, Phone Search & Privacy and Accounts.

I have version 2.2.11.546669 of Google Search installed which the market is showing up to date. On my Galaxy Nexus I have version 2.2.10.546669

What am I doing wrong?
