How to connect galaxy Gear to android 4.1.2 & blue ver 3?

In order to take advantage of notifications etc. you will need to be on 4.3..
Quite simply you cant, your better off upgrading.
Try using this version of gear manager to install on a 4.1.2 rom.
Like fOmey said, notifications wont work. Either will weather, or svoice, or most apps. You will only be able to use the phone and media controller.
