Going to attach a screen shot. OP also discusses his syntax in posts #41 and #42. WMP doesn't change the way the folders are organized on my phone. WMP puts everything in a Music folder on the external sdcard, I then put the playlists in a sub-directory called "Playlist" in the Music directory, same as they are on the pc.

As you saw from the image in the post above, the syntax on the PC is quite different from the syntax on the phone, once the phone gets a hold of it, as the phone changes it for its own internal use.
FWIW, I could never solve the same issue you are facing, nor could I ever get the process of manually copying playlists to work reliably, even in M3U format. As you are seeing, the phone simply "ate" the playlists more than it kept them. Sometimes it would make playlists out of them, then delete the M3U files themselves. Upon re-boot of the phone, the internal playlists would then disappear. At other times, when the M3U files were indeed retained, if I even touched them by opening them to make manual edits, or just to view them, they would then disappear.
Not to mention the headache of duplicate playlists when the manual copying did magically work.
If you are on ICS, I recommend you use HTC Sync to sync your WMP playlists. It has been flawless so far; no "eaten" playlists, and no duplicate playlists, either. Note that the playlists on my PC are .WPL and must be stored in the default Windows location, as there is no way to instruct HTC Sync as to where to look for playlists. Not sure if a change in the Windows Registry as to where playlists are stored would work, but changing that might work, as I can't see how else HTC would know exactly where to look; I just haven't tried it. I was just happy to get it to work, if you know what I mean. Also, if you do this, do not copy the songs themselves. HTC Sync will do that for you when you tell it to sync music. Also note that HTC Sync only does a one way sync - from the PC to the phone. For example, if you delete a playlist on the PC, it does not get deleted on the phone. Similarly, if you make a playlist on the phone, it does not get sync'd to the PC. But, now that I know what I know, I simply use WMP as my "control panel" for music on my phone, for lack of a better term, and I'm happy. Oh, and I am also using HTC Sync 3.3.6 which is an unreleased version obtained from HTC directly. Not sure if the "shipping version" works well, but I'm pretty sure it does, and that the fault really was due to Gingerbread being such an immature OS, because even with the unreleased version on GB, things didn't work, but once I got the over-the-air release of ICS, everything fell into place. And, I never went back to the shipping version of HTC Sync, because I was not about to try to fix something that was no longer broken!

Any way to share the HTC Sync copy you have? Maybe dropbox?
