I Don't Know Much About “Pre-Flash" Can Some one explain What it is ? I know It Has Something to do with the boot.img But that all I know of

phrotac “For this reason I would recommend you extract the boot.img file from the Rom and "pre-flash" it using Flashify before you boot into recovery to flash the Rom. Flashify can also be found in the Play store."

You don't need to do that, just flash the ROM

Well I try to But I always Get stuck on Samsung Galaxy s4 screen I've Tried Wicked And Insane Kit Kat and I've Got the same Results even With a full wipe

I waiting over 20 minutes on the Samsung screen and I wonder if it can Be My kernel stock I'm running stock rooted MDL And of Course My kernel has the SetUID Restriction

Try flashing ktoonz kernel

Edit: you can also try a different recovery

Would flashing Ktoons Kernel work on stock MDL ?
I have the Latest Philz recovery

Yes.. And some ROMs will bootloop with philz recovery
