I am at 5.9GB for this month with 9 days left in the billing cycle. I normally don't use that much data, but I've been using my phone to send a lot of data for work the past few weeks, so I reached the 5GB ceiling for my unlimited plan.
Posted this in another thread. This process has worked for me several times.
You'll be on default APN and throttled. Create the new AT&T HSPA+ APN shown below first, select it, and let it sit for about 10-15 minutes. Run your tests and you'll see a difference.

Now that the speeds have increased, go back to the default APN (This is important!)
Let it sit for about 10-15 minutes, run your test and see your crappy throttled speeds again.
Now, create the second new APN shown below and select it. Watch some magic happen.

User Name: not set

I've tested rebooting the phone after doing this and sometimes it sticks, sometimes it doesn't. If you go back to snail speeds, just toggle the AT&T HSPA+ APN for about 10-15 mins, then the default for the same time frame, then set the APP LTE and enjoy normal speeds.

The key steps are making sure u sta pn it for 10 to 15 mins and using default between changes.
Im on Verizon unlimited. I never been throttled. My usage for this month is 300Gigs.

Then In the same field. ..delete the old APN...
The device will then default to the new APN by default. ...g
Try Phone. I'm hitting 20-40mbps during peak hours. (Late night.)
OK I'm a rookie with all this but I'm trying to understand. Are you saying there is a way around getting slowed down??

You're definitely using LTE. 50mbps is impossible on H+. I do not have a "pta" APN, but I believe that one is still for LTE. I am running the latest AT&T stock firmware, and the default (and only) APN which AT&T put into it is "Phone." What ROM are you running?
Can you post a screen shot(s) showing the APN you created?
IT DOES NOT MATTER IF YOU HAVE THE TMOBILE NOTE II OR THE AT&t NOTE 2 IT DOESNT MATTER IF YOUR USING THE PHONE APN YOU WILL GET THROTTLED AFTER 5GB OR AROUND on an unlimited plan. the T-Mobile Note 2 by default will use the wap.cingular apn which is NOT throttled thats probably why you didnt get throttled. In which you can do that with the AT&T note.....UNLESS your using the tmobile note 2 to get on the $10 unlimated plan, and in which can be taken away from you at anytime
