I'm wondering why you think that. Assuming that the ROM developers remove those functions that depend on hardware that is not there in the Galaxy Nexus, I don't see why some future Android 5 should not be able to run on this phone.
Apple does it that way. They issue new iOS versions for older phones with the non-viable functions removed. Not that I would ever buy an Apple product, for other reasons, but I definitely appreciate that.
I would expect that such future versions run more slowly on older hardware, and they may run so slowly that some users might prefer to stick to an older, faster version, but some users like me will definitely prefer a newer, slower version until it becomes entirely impractical.
