does your internet works with Play Store/Browser ?
if yes then try to clear data of the Update Center app.
internet works properly
cleared data and cache of update center also rebooted many times
but still the problem exist
open the Settings of update center
do you ticked the "Update via Wi-Fi only" ?
if yes untick it...

I had this problem on both 4.2.2 Indian firmware and 4.3 Brazil firmware. Flashed multiple times.

make sure youre using the right sim for data, try taking the sim you dont use for data otu and then try again
Have you set any mobile data limit? If yes, then check the Restrict background data option is disabled...
