In the 7/20 build changelog it says the OOM is fixed. Hopefully not a stupid question, but what does OOM stand for exactly?

I don't know what OOM stands for, but I believe the changelog in OP currently is still for 7/18.
Out of memory? I was going to say "out of mana", I play a lot of World of Warcraft.
So far after a full day of messing around with the CM10 7/20 build, no com.android.phone error. I hope it stays like this!
Also for Google Wallet, I have not had the opportunity to go purchase anything so I'll try that later.

Likewise. I was convinced that my phone had water damage from my motorcycle wreck weekend before last. I went down in the rain and my phone got soaked while I was trying to call for help. The water sensors are all blown but my MC insurance is covering the device.
Anywho, since I rolled back the baseband, all is well again. Pandora wasn't working at all with the latest one.

That won't work, android also backs up the baseband. you could follow those steps but backup with titanium backup, reflash cm10 and restore everything after updating or just flash LF9 through Odin from this thread
