I think I read somewhere this happened on another device, unlocked bootloader engineering model, and it was concluded nothing could be done to unlock the standard bootloader, so there's probably nothing that can be done here.

do you know which device it was?

I know we're pretty much counting on motorola to have made a goof somewhere with this engineering phone, which is unlikely. I still think it is a good idea to have a copy of this phones partitions (not just the bootloader, but some of the other partitions that contribute to the lock/signature process as well) on hand just in the off chance that they might be usefull.

IIRC, It was the Razr and it was during some big get together. But I can't be 100% sure.

I hate to rain on everyone's parade but this does not do nothing for the consumer counterparts. You can pull anything you want for the phone and it still won't matter . We find unlocked engineering units all the time.

Now whoever has this phone my suggestion is to ONLY use the motor developer fastbootfiles.
If those where not found yet chances are. You will lock it back up if you run regular fast boot files.

Best person to ask about this is TBH, hashcode,
mbm, or kholk. They cam get into more detail on how it works .

Looks like 2012 is shaping to be the year of the QWERTY revenge anyways. There have been so many phones announced with a full keyboard, it's really shocking to me!
