Deleting files from the rom?

hello is it possible to delete files off the rom from either the file before you install it or while its on the phone. also is there a way when you install a new rom you can backup stuff so you dont need to install all your apps again?

Question One: Only if you cook your own ROM.

Question Two: No. You can use UC or SASHIMI though to make re-installing easier.

Thou allegedly you can use Total Commander to overwrite files in the ROM, seems to work to me too.

I usually done it, i mean delete some files before i flash it, using HTC ROM Image Editor, You can also add or replace some files, off course don't let any duplications.
When it's on the phone, Yes use Total Commander or Resco Explorer, must have applications
