[Q] (Verizon S4 NC5) limited mobile data with Echoe v30.1&v32.1 ROM using SS

DEVICE:
Verizon Galaxy S4
- Model Number: SCH-I545
- Android Version: 4.4.2
- Baseband Version: I545VRUFNC5

DEVICE STATE:
- Odin restore to stock 4.4.2
- Rooted via Towelroot
- Safestrap 3.72 installed
- Echoe v32.1 flashed using Safestrap (clean install)
- flashed jfltevzw-NC5-modules.zip and supersu (before initial boot)

ISSUE (v30.1 and v32.1)
Limited mobile network! While mobile network state under about device shows connected, I cannot surf the web or send sms. I am able to receive sms, make phone calls, and wifi works. I have had this problem for every echoe rom after v29.1.

TRIED
Flashing modem files from XDA links and probably a few others, (thanks to Surge) and (thanks to Gigilie)
I have tried replacing apns-conf.xml from working v29.1 and stock install into v32.1 zip for flashing. All things work as expected after odin stock restore and/or flashing echoe rom v29.1 as described above.

Any suggestions? Am I overlooking something?
