It sounds to me that you're trying to unlock your bootloader using a network (sim) unlock code which is completely wrong..... the unlock code needs to be obtained from htcdev.
If you are trying to unlock your bootloader then follow the instructions in this gude
If it's network (sim) unlocking you require in order to use another providers sim then google search "sim unlock htc one".
