I have done these steps and It worked for me.

To get started:
From the Metro Start Screen or Desktop, open Settings (move your mouse to the bottom-right-corner of the screen and wait for the pop-out bar to appear, then click the Gear icon).
And now you can connect your phone in fastboot.
NOTE: It will be back enabled when you restart, but you only have to do this to install the drivers.
I didn't installed the android SDK !!

- Click ‘More PC Settings’.
- Click ‘General’.
- Scroll down, and click ‘Restart now’ under ‘Advanced startup’.
- Wait a bit.
- Click ‘Troubleshoot’.
- Click ‘Advanced Options’
- Click ‘Windows Startup Settings’
- Click Restart.
- Choose option 7 (Disable Driver signature Enforcement)
- Profit!
And now you can connect your phone in fastboot.
