when rebooting on pac rom

Sounds to me the possibility you dirty flashed???
Unless you go clean, reminents of previous roms can cause these issues. If you go super clean and still have problems, I would re-download file and try again.
Honest guess, you went dirty.
Many folks flash rom 2 times then gapps as a phone can react differently from each flash.

I think I did a clean flash wiped cache system and delvik cache and wiped data /factory reset flashed rom then the gapps
The process.........
Factory reset 3 times
Flash rom 2 times
Then gapps
Theeeeen wipe Davlik and Cache 1 time will do
Boot and wait your 10
Reboot again.
That is super clean right there my friend, and I rarely, rarely have issue. If this doesnt work, then it just may not be for your device. I couldnt run Carbon on mine.
