The fact u got 4 secs of deep sleep means that it is working surly but something else u have running or installed is preventing it.
I have wifi off
Blade wifi fix uninstalled
Google maps uninstalled
And notifications on xda and facebook. Turned off.
(Edit) xda notifications not preventing me from gaining deep sleep.
Would the method used to install the kernel make any difference.
I can reboot back into stock 2.1 and test for deep sleep if it would be of any help.

Maybe your phone can work on the high cpu capacity that this rom offers like mine. Try reduce it to 998 max cpu and you will find this rom excellent and super stable.
