Well, I think hboot has nothing to do with charging. I'm on 1.49.0007 hboot and I have no problems

    Your cable might be broken. Mine had some faulty wires after some time and it only pumped 20-40 miliamps while charging. So it barely maintained the battery level. If I twisted the cable in a certain way it charged normally.
    So maybe try another cable before buying a new battery.
