Ubuntu Touch is still evolving - stay tuned. The Beta release to the public is supposed to be next month.
The T-Mo variant of S3 is on the "Work in Progress" list (https://wiki.ubuntu.com/Touch/Devices

) [???] since way back when UT was running under a CM boot. A lot has changed since then and I'm not sure your device's community has been following along...
As for WiFi calling with T-Mo - that is only on T-Mo skinned devices. My Lumia 521 has it - my Play Store purchased N4 does not have it and no App is available on Play Store to install it. If you don't get the phone from a T-Mo store, you do not get the WiFi calling.
