so if i understand it right, i am on ARHD 9.0.0 and with this Rom i cant update HBOOT, so i need to flash a older Rom to get the OTA HBOOT Upgrade and then recover my nandroid backup back, right? but for a older Rom, what recovery do i need to flash?

I think hboot might be possible to upgrade different method, I'm investigating it right now.

When you use de-odexed rom and custom recowery and boot.img yes you can.
With odexed you cant, becouse you dont have recowery where you can flash .zip

Recovery in odexed rom is possible But You dont flash anything because is odexed:)

Odexed/deodexed has nothing to do with recovery. Both odexed/de-odexed can use stock or custom recovery. Also boot.img has nothing to do with it. The thing is that mods/themes needs to be flashed over de-odexed ROM because odexed ROMs have .dex file outside .apk (.odex).

If i want to install 2.17.401.2 odexed and i have a HTC with SFR rom (1.29.163.13)
How to install with rom, it's possible to have a error in install because not have a CID HTC ? !

yes... CID is checked during install.
and there is no way to alter the install package to override CID detection. I have tried that but got signature error....more digging is needed for this.
but until then, your only choice to have 2.17 base is to flash custom ROM which does not check CID

Yes i see :)

But i don't want a modded rom ! The custom rom don't necessary change CID ?

since I assume you are not one of a few lucky to have S-OFF device, there is no way to change CID....
custom ROMs only do not check CID during CWM install and they are CID-free (use generic configuration for all known CIDs, no CID locking in ROM etc.)

    RUU is already available since some time, I just extracted content of system image and packed it as CWM recovery flashable file :) It's not really different from what was already available. But I hope this might help some people with demo devices :D
