Mobile Hotspot not working on Costa Rican Sim

I'm in Costa Rica for a couple of months and I just installed a Costa Rican sim in my Verizon Samsung Galaxy S4. Everything works as expected except that I can't turn on Mobile Hotspot. What can I do to be able to share the internet with my laptop?

Going to CR is few weeks.

Wondering if you got this working and also which SIM company are you using?
