Of course it's not possible. Do you really think that the carriers actually ask the mobile phone how much data it has used? Srsly?
The carriers monitor data usage at network point which is why on-phone data usage software will always say something like "Your carrier's data usage accounting may differ".
If this was possible then why would anyone on XDA ever pay for an unlimited data plan? We would all pay for 50Meg per month or whatever the cheapest was and just tell our devices to lie to the carriers.
