I have the S4 I9505 for some time now and before I had the S3 Exynos version and Xperia U.
Recently I bought a tablet, Asus MemoPad HD7 , 1280x720 7" display, based on a quad core A7 made by Mediatek.
So, considering the SoCs: S600 (S4) > Exynos 4412 1.4GHz (S3) >= MTK 8125 1.2GHz (MemoPad) > NovaThor U8500 - 1 GHz dual core A9 (Xperia U). This is my feeling considering how fast the devices will open and run the apps.
But in internet browsers while S4 & S3 have some shuttering, MemoPad HD7 is smooth as butter.
S4 is fast, you get a desktop feeling, that fast is opening the pages and doing the text reflow. But it's like this just in AOSP browser, and even so I have some noticeable shuttering while scrolling. In other browsers is getting worse.
Same goes for S3, just that it's a bit slower.
But MemoPad HD7, despite being not so fast, is smooth. If the browser is half decent, it will run flawless. No shutter.
On S4 I am using a debloated TW rom, with custom kernel. MemoPad HD7 is just stock OS.
I thought that is a problem with my S4, but a friend of mine has the same microshuttering ... so I guess is common.
So, how is that possible ?
