Except my carrier in Canada, Bell Mobility, announced yesterday that the Inc S will NOT be getting the ICS update. 
Any news regarding OTA ICS update?

I bought my phone unlocked on ebay, now I outside the US territory, I use my phone with the carrier of these country, with all that services, but nothing of the OTA update..
You are the experts, you know!
My phone characteristis are:
Android 2.3.3
HTC Sense 2.1
Base Band:
Originaly its come with these: 20.2808.30.085AU_3805.06.03.03_M
But I channged for these one: 20.2808.30.085AU_3805.09.03.27_M

How do you see I rooted the phone to get a best experiencie....

You have S-OFF and a custom recovery, so you can simply flash the pre-rooted, stock 4.10.405.1 ICS ROM based off of the official RUU. Even if you did get the OTA notification, you would not be able to run it in your current state since you do not have the stock HBOOT and stock recovery installed.

The upgrade from Rvolutionary to BlackRose is fairly painless. You shouldn't have any issues.

96Optus website says well recieve android 4.0 in June. That seems like pretty trustworthy source.

Hi Guys
Got sick of waiting so went ahead and installed Nik_Aura_Rebirth_sense4a on my Incredible S and let me just say its awesome! It runs the HTC One V rom so it has the cut down version of the full Sense 4 which i think is better than what HTC is going to give us with the update which will actually run 3.6!
Its fast and smooth and looks awesome! Why wait for the official update when you can get a better version now!!
Best of all is no bloatware from Optus!!!

Cheers!4HTC doesn't earn any money at all upgrading people from 2.x/3.x to 4.0. They have to pay their devs, testers, IT staff, employees, etc so they are losing money when providing free upgrades. It seems more of they are extending generosity under their wing to look after some of their past phones.
They do earn money, if someone buys their Sense 4.0 phones.
That's why they 'make sense' (pun intended) when they don't want to upgrade everyone to 4.0. Making the customer satisfied with the latest update ASAP has never been top priority for them.
They might lose unsatisfied customers who want the latest updates, but I surmise these are actually a very small minority. XDA and other online android communities in reality, I am guessing the total members might make up less than 6-10% (maybe even 3-6% if I daresay) of the real-world android owners population. It would take some statistics to find the actual amount and we have to remove people who have duplicate phones.
It's all politics and marketing in the end.
