Yes, MHL 2.0 provides for the capability of up to 900 mA(500 mA for MHL 1.0) The power has to come from somewhere though.
I've only used this adapter with non-MHL HDMI ports. When doing this, either the phone powers the adapter, or the external power does, which also allows the adapter to charge the phone.
I don't know if this adapter will supply power to the phone if it is plugged into an MHL enabled HDMI port. Based on your email from Samsung, it seems that it would not.
If plugging directly into an MHL enabled HDMI port with a passive cable, then the phone should be charged as you expect it to be. However, due to Samsung's use of a proprietary 11 pin connector, I'm not certain this would work with the S4. It may work if the 11 to 5 pin adapter were used, or if the passive cable is 11 pin. I don't know if an 11 pin passive cable exists though.
