I don't understand how undervolting would cause performance losses. The CPU is still running at the same clock speed, just at a lower switching potential, meaning less power is dissipated. The only way UV would cause performance is if the voltage is so low the transistors are not switching correctly some of the time, causing errors. This would be a pretty bad thing. A correctly undervolted CPU has the same performance and less wasted power. The reason manufacturers do not run lower voltages as stock is because not all CPUs manufactured function well at lower voltages and they have to be on the safe side.
I have just had my streak reset randomly for the third or fourth time in 24h. At least the constant boot loops I had with SD 2.4.4 are gone. Can anyone think of a reason why my phone would be doing this? I haven't done a full wipe + manual reinstall of all apps yet but at least with streakdroid that didn't consistently fix the reboot issues and I don't want to waste several hours just to end up where I started. Let me know what info (kmsg, logcat) might be useful and I'll try and post it next time I get a reboot.

Make sure you are on the conservative governer.
Have you got 0.55b or 0.53b? I suggest 0.53b, no issues here; move up to 0.55b.
It might have something to do with the phone going back to 128mhz. Maybe not all Streak's can cope with this (correct me if i'm wrong, just suggesting!)?
So you can also try to download CpuMaster or something and set the lowest on 384mhz, just to check and find the problem.
I do agree with you on the UV issue. A CPU has a basic voltage to allow it to be stable under the most extreme circumstances. This is on the save side so a lower voltage can often be used. This does not mean a difference in performance. In fact, in can mean a lower core temperature and increase stability in that aspect.
My point earlier in this topic wasn't to laugh over the 1000-1075mhz overclock, it was my way of telling that I could have done with a lower max-mhz setting. For example: 1000mhz max wouldn't create a lag, and for my use, wouldn't make the phone feel any slower. This could also have been 800 or 900mhz. 800-900-1000-1075mhz max, I don't care !
Update on the 128mhz setting with different treshold: phone feels better from sleep. Small lag with sliding the unlock button (just to wake up the governer , so no prob for me ). I'm now on up_treshold=60 and down_treshold=20.
