u probably use custom lock-screen?
and if yes, u should ask developers of that app to fix this.

Choose the wallpaper again for lock screen, when it asks you to size it, rotate your phone then re-size it.
I am having the same problem, and this did not fix it, unfortunately. Lockscreen rotation is enabled by Gravitybox. I tried setting the wallpaper in both Gravitybox and system settings.

I "solved" this by disabling unlock effect. Would like to have both, but this was the only workaround I could find.
