At This Moment I Have A Black Screen When Booting, After Downgrading.

Just download CM9 and install it from ClockworkMod Recovery.

Did you clear the partition cache, do a factory reset, and go into advanced and clear the dalvik cache?
If you didn't go back into clockworkmod recovery and do that and reboot. See if you still get that problem.

I just got a Verizon Galaxy Nexus a few days ago and I don't see my build number in the main menu of toolkit. My phone says it is version 4.0.4 build IMM76Q. Will using the drivers for Verizon 4.0.4 IMM76K work just as well or am I asking for trouble?

Just use 4.0.4 Verizon. Don't worry about the build number.
