It's because you can't restore a system app (ie contacts, the phone app, messaging app etc) from ROM to ROM, if the ROM itself is different to the last one you made the backup on. So the end result of what you'll have to do is sync your contacts to your google account. Then when you sign in to your google account on the new ROM, your contacts will sync to the new ROM. At least that's how I do it.
As far as getting your contacts back, if you had a nandroid backup of your system before flashing CM, just restore that and sync your contacts to your gmail account. Go back to your CM nandroid (assuming you have one, if not make one before starting this process) and sync your contacts down from your google account.
If you didn't make a nandroid of your stock setup before flashing CM, then re-flash the stock ROM you were on previously using Odin or Mobile Odin. Now you should be able to restore the Titanium backup of your contacts app (yes, the app itself) successfully onto the stock ROM. From this restored app, sync your contacts. Then go back to CM and sign in, voile, contacts have synced.
