Some one Install iOS 4 in samsung ace...then why it can't be for another devices and higher iOS for New Devices.

I'm almost certain what you're thinking of is actually just an iOS-themed ROM called JoyOS. It's not actually iOS running on an Android device, but just a skin on top of CM7.
