Sony has just updated on website and tweeted also that a new 10.4.1.B.0.101 android 4.3 is rolling for Xperia ZR

Changelog :-

brings BT connectivity, battery, YouTube app improvements & more.

Just change to this phone from Xperia SP on Thursday, updated to 4.3 and today already release the bugfix 4.3 update...
But I'm not yet receive the this update

Welcome to ZR family. Most of us haven't received yet including Xperia Z. Only ZL with Singapore Branding that received the update bug fix.

Patiently waiting for the new update as well, that will hopefully resolve most of the issues introduced in the 4.3 version.
