It is simple! Just test it!
For example, when i use lg stock launcher my android system use 70-95% battery, and if i dont touch phone after 3-4 or more hours the % of batt for android system is the same. But when i use nemus launcher , yes android system batt usage goes also very high but after some time of deep sleep the android system batt % drop rapidly, and nemus launcher batt % doesnt go over 10%, and batt % of phone idle and cell standby take control!
If your non stock launcher (nova, nemus, go ex..and others) is doing the same thing, rapidly drop android system batt % then is good to go, and the optimus ui 3.0 is also just an app and therefore doesnt consume power (but if that is 100% for sure than we never have discussions like this, and problems like batt drain

)
If you have root than you can freeze (disable) lg stock home launcher and home selector , but before you need to install (you already have) custom launcher and set to default launcher, that is 100% sure for no power consume of stock lg launcher.
I really do not have time to test this because i use and need my phone every day, so i just use the launcher with simpler settings and less options ! But i must say, less options, and lower size app is not always battery friendly

it depends of course how is it made!
And if You have some of your time free, do the test, pick some launcher , test it in same conditions, for two, or one day each and post here that everyone can see which launcher consumes less power!
