Somebody can tell me why i got this data speeds.. i flash last radio on europe, my operator got H+ capacity .. and i set my configuration like this.

Ro.ril.hdspa.category=24
Ro.ril.hsupa.category=6
Ro.ril.hsxpa=2
Fast formancy to 2 and i still got this data speeds..

Really don't understand .

You are getting between 4 and 7+ MBPS, I assume that's a rather good speed for H+/ 4G. In my case, for example, my latest test resulted in 6.65 MBPS and the one before that 6.43. Third one resulted in 9.78...

Yes but some people gets more than 10mbps. And some more than 20mbps. I think capacity of H+ is more than 10mbps..
Or maybe i must change my phone for a 4g phone lol

it also depends on where you are is relation to the sendstation (in house etc),
your phone can only receive it at the speeds the station can deliver to you/ and whatever your dataplan is (if dataplan is 2MB uplink you wont get ....)

i live in nyc, tmobile provides real fast towers here.. lte and all.. but i can only download max 5mb and 2mb up, even after applying these settings..

when i was on tmobile no root rom.. my phone was downloading at 25MB... im on viper rom 2.2 right now and its only 5mb max..

hsxpa=2 ... HSPA and hsxpa=3.....HSPA+

It tells the NW what UE capability is.
