Use Root Call blocker by @ftgg99
(Or may be other of your choice, but in my moint of view RCB is no1)
- You needs a extra SIM and needs to keep it Off (very easy in india to get extra card 0.2$)
- Open phone dialer - menu - call setting - call forward - Now forward your call with option 'Forward when busy' to your Extra SIM number.
- Now on Root call blocker make a group on which you want to give false msg (you can select All caller too) and block them with option 'Reject' (sometimes this option action varies with operator, but 'Reject' works fine for me.)
Now when any person calling you from blocked group they will get msg ' phone is switched off'
Still you can get call from others.
How does it works? simple logic. when Blocked person call you, RCB programme block it with 'Rejection'(which basically gives Busy tone) Here your network operator will come to picture and as per your defined rule and by getting busy tone, it will forward your call to your extra SIM which is switched Off. so ultimately caller will get msg that your device is switched Off.
Even if you forward your call to any non existing number, they can get msg ' Number doesn't exist'
(This is my favorite method for all who are not in my contact list, i am using since 3-4 years and working fine since Nokia with IVCM to Android with RCB)

It's very useful, when you want to use your device Mobile data and you can't simply ignore caller(by simple reject/unanswering). Also such msg won't disturb by calling repeatedly
