In the commit I linked he just randomly changes the value of DVFS_LOCK_TOKEN_PVR. I found an old commit where DerTeufel1980 set the value to L6.

I found an old old post in Epic 4G forums which states that the L3 step is 200MHz and L2 is 400MHz (in DVFS_LOCK_TOKEN_PVR).
But even there, changing the step doesnt work.

Also , the Nexus S and Galaxy Nexus use newer PowerVR Drivers.
But when using the newer code on SGS kernel , no display is outputted.

I guess if someone was able to adapt the new code adequately, it should work...

Good News: New HDD Received Now im reinstalling and redownloading all things. T_T

Bad News: Tomorrow i will change my home internet/phone provider (for more bandwidth 7MB Down 384KB Up to 20MB Down 1MB Up) so i can't publish new roms/kernel. Fortunately i can edit sources with new sources and optimizations using my 3G Mobile Connection.
