hy friends!

i need to know how can i edit my own roms .,what tools i need it

and how can i resize a app like accuweather because in the other mobile phone have with animation and i wanna have in my phone's too

The first tool is a working brain,than u need things like computer,a rom kitchen etc (look google),on windows a ziptool,java installed,android sdk,apk tool or similar,a tool like photoshop,bla,bla,bla.........and fun
