Well if he or she is from Asia there is a high probability.. that was my assumption when I answered. Also why I mentioned the international version bricking.

If you restore the stock RUU, it will take the tampered banner away. I just tried it.

I installed the driver (although the one you put in the link doesn't really work so I used PdaNET) , made sure no adb.exe processes were running, switched off Antiviruses and Firewalls... put my usb in the back of my desktop and not in the front ports.. and here's what I get:

Try the manual method, the 2.20 X-Factor, or just go to the s-off thread and turn off security (better than root)
may i ask if this method is still working? i tried it yesterday it couldnt work
Another quick question (and maybe something that should be mentioned in the OP for other folks), does this reset the device? Any backup of settings/apps needs to be done prior?
Tips:
-Disable HTC Sync when you do this
-Make sure the port is open
-kill existing ADB.exe processes
otherwise you can get adb server out of date messages and a few other errors
